Building Resource Event: Texas Veterans Commission - Employment Outreach in Texas

Description of Event
On November 9, 2023, OFCCP Compliance Officer Elizabeth Albelo conducted a building resource outreach event with representatives from the Texas Veterans Commission (TVC) through videoconferencing. During the event, the CO provided a brief OFCCP overview, and explained how OFCCP assists in the formation of linkages between CBOs and federal contractors.

TVC is part of the Texas Workforce Commission and offers various programs serving Texas veterans, including the Veterans Employment Services (VES) program, which receives most of their funding from the U.S. Department of Labor (VETS). VES offers job placement, career counseling, skills assessment, resume and interview assistance, and training opportunities.

TVC has 5 districts in Texas; Houston is in the Gulf Coast District. Every state has a Disabled Vet Outreach Program (DVOP). In Texas, they call DVOPs Veteran Career Advisors (VCAs). Veterans are screened by the Texas Workforce Commission (by Local Veteran Employment Representatives, or LVERs; in Texas they are referred as Veteran Employment Liaisons, or VELs) at American Job Centers. There are 14 VELs in Texas. VELs connect employers needing qualified veterans with those seeking employment. The VCA/VELs in rural districts are called Rural Career Advisors.
