TERO & OFCCP Introductions

Description of Event
On November 2, 2023, Jennifer Fritzel, Regional Outreach Coordinator, met with Christina Riley, Independent Liaison/Apprenticeship Tribal Representative, and Teresa Ray Bumatay, Director, TERO. Jennifer provided an overview of OFCCP and introduced the Sumas Mega Construction Project. In addition, she mentioned the region's webinar scheduled during the National Apprenticeship Week. Teresa and Christina are both very excited to partner with OFCCP and support the construction industry for the tribal communities in Washington State. Teresa also works with a large contractor tribal community, which their bylaws differ from the federal governments. Teresa explained their close relationship with EEOC, who provides support and guidance when needed around Title 25. TERO is creating their own training facility, which brings a lot of excitement from the tribal community. One unique aspect of TERO apprenticeship, is that all apprentices are automatically placed on a job that earns high paying wages. TERO works very closely with local unions who shares their training curriculums for TERO's use. In addition, TERO will soon have their own state certification for apprenticeship, which is anticipated to roll out in January 2024. Teresa introduced to OFCCP a traveling training called Baker Technical School. Baker Tech teaches heavy equipment highway training through a five-week program. Like the Dozer Days, TERO hosts a Try-a-Trade event that allows people to learn about the trades and do simulation. We spoke about reconvening after the calendar year to collaborate on a program with Lisa Marx and Rachel Wright. TERO is very interested in standing up a program to increase economic opportunities for the tribal community.
