Description of Event
On October 10, 2023, CO Arroyo met with Mr. Robert Lott, President of SEC-OPS, to review and discuss all the deficiencies CO Arroyo identified in the company’s submission of its three AAPS. Specifically, for the Executive Order 11246 AAP, we discussed the workforce analysis, job group analysis, determining availability, comparing availability to incumbency, placement goals, utilization analysis, identification of problem areas, audit and reporting systems and action-oriented programs. For both Section 503 and VEVRAA AAPs, we discussed each element in both AAPs with a focus on outreach and recruitment, job postings and assessments of each outreach effort as well as the contractor’s overall efforts of outreach and recruitment. CO Arroyo emphasized that job postings needed to happen where the job opportunities were located. The contractor posted with Wyoming Workforce but not with the Texas Workforce Commission. CO Arroyo explained that the deficiencies in the AAP and not posting jobs with the Texas Workforce Commission constituted technical violations that would require conciliation. The contractor requested that OFCCP provide an overview presentation to his staff of five personnel that each have a responsibility in creating and implementing different parts of their AAPs. CO Arroyo and the contractor scheduled a compliance assistance presentation for his staff on October 16, 2023, at 1:30 p.m. They had previously signed up for the compliance assistance event on October 3, 2023 but were unable to join due to technical difficulties
