I am a disabled veteran, working as a contractor for the Army. In my agency, there are 3 contractors and 9 GS employees all performing the same duties. Recently, one of the three contractors was offered a GS position and accepted. The supervisor that opened the position has stated that they did not post the job and did not have to because the had "direct hire authority". I've since learned that DHA does not grant the authority to hire someone in lieu of allowing for other applicants to compete for the position. I have reason to believe that it was done this way to guarantee the position to the person whom it was offered, because the supervisor was well aware that I was interested in the position and the most recently fired contractor, was also veterans preference eligible and would have likely applied as well. The third contractor, inquired with HR about why it wasn't posted and did not receive an email response, however the next morning, the same supervisor called her and told her that it would "be wise not to continue asking questions" and that the raising a complaint "would go nowhere".
What are your goals for working with the Ombuds?
I have unsuccessfully found where I should take my issue. From what I have read online, it seems that the hiring process that occurred violates Prohibited Personnel Practices potentially, because it was not offered publicly, and no one was aware of the position except for the supervisor and the new-hire.

I was provided this resource from Kansas Legal Services. I am a State of Kansas employee who was wrongfully denied short term disability benefits (shared leave program) after two major abdominal surgeries which left me unable to work for 6 months (from Nov. 19-June 1st) I advocated strongly and was able to get the wrongful denial overturned by Secretary of State Laura Howard last month. I am seeking retribution for the physical and mental damage caused to me and my dependent daughter as a result of 6 months unpaid leave and a resulting bankruptcy.
What are your goals for working with the Ombuds?
I want to be compensated for the massive loss of housing, income, and decline of my physical and mental well being as a result of the wrongful denied claim which resulted in half a year loss of income.
